Foreword The 12th International Soil Conservation Organization Conference was held on May 26-31, 2002, in Beijing, China. The Conference is hosted by the Ministry of Water Resources, P. R. China. About 700 experts and engineers in the fields of soil and water conservation coming from 60 countries and 18 international organizations participated the conference. The Vice Premier of the State Council, People’s Republic of China, Mr. Wen Jiabao was present at the conference and gave a speech. Leading officers from Ministry of Science and Technology, Ministry of Land and Resources, Ministry of Communications, Ministry of Agriculture, State Forestry Administration, and Chinese Academy of Sciences attended the Conference. The central Theme of the conference is “Sustainable Utilization of Global Soil and Water Resources”. During the conference, presentations and academic exchanges among the experts and engineers were focused on the soil and water conservation and eco-environment, soil and water conservation and sustainable development of society, watershed development and management, monitoring and evolution of soil erosion, soil and water conservation policies and actions and desertification control. Extensive and deep-going discussion took place in the technical sessions. This proceeding consisted of 4 volumes contains 418 papers, which are cataloged in 6 sub-themes. It is our believe that these volumes of the proceedings are of fertility and valuable for reference. We sincerely hope that the proceedings will become a much-used source of reference for engineers, managers researchers and university lecturers in the field of soil and water conservation, agriculture, forestry, environment protection, and water resources. We would like to thank the authors and conference delegates for their active participation. We also would like to express our heartily gratitude to every one who helped us to make the conference a success.
